Application for Environmental Audits
What the service is about
Environmental audit is a management tool for evaluation of how well Environmental Management Systems (EMS) are performing with the aim of preventing environmental damage; assessing compliance with regulatory requirements; facilitating control of environmental practices by a company/enterprise or facility management; and placing environmental information in the public domain.
This online service allows owners or operators of ongoing projects to apply to the Authority (REMA) to conduct the Environmental Audit, to receive from the Authority Terms of reference for conducting the study and to submit their Environmental Audit reports.
Who are provided the service
The service is provided owners or operators of ongoing projects requiring the Environmental Audit and Experts authorized to conduct environmental assessment studies.
Service processes (steps)
1. Submission of the project brief by the developer or the authorized expert
2. Site visit and provision of terms of reference by REMA
3. Carrying out the audit by the authorized expert and submission of audit report to REMA
4. Assessment of the report and certification of the project or non-approval

- Project Brief (Information about the project, owner, site, activities,…..)
- Land ownership documents
- Project design if available
- Photos of the project and site
- Environmental Impact Assessment certificate, if any.
Important notice to applicants (if any)
The Audit must be conducted by an Authorized Expert/Company appearing on the list published by the Association of Professional Environmental Experts (RAPEP)

Applications for guidance and advice on disposal of various products
What the service is about
Owners, producers, handlers or other people having in their custody products that may cause a negative environmental impact when not properly handled or disposed of, need advice from REMA on the proper disposal modes.
This service allows custodians of such products to apply to REMA for authorization and guidance for disposal.
Who are provided the service
Custodians in the public or private sector of products likely cause a negative environmental impact when not properly handled or disposed of, especially hazardous, toxic, expired or substandard products.
Service processes (steps)
1. Application by the holder with details on the nature, type, quantities and specifications of products to dispose of
2. Inspection of products by REMA and assessment of the appropriate disposal options
3. Response to the applicant with details on requirements and procedures for disposal
4. Follow up of the disposal by REMA

Application for authorization to use plastic bags
What the service is about
The Law banning plastic bags and single use plastics in Rwanda provides for special authorization to use the plastics in certain cases. People requiring to use banned plastics in exceptional cases must apply for prior authorization to the Authority (REMA).
This service allows people requiring such authorization to apply online.
Who are provided the service
People in the public or private sector with products without other technically viable alternative packaging to plastic bags.
Service processes (steps)
1. Application by the potential user with details on the products to be packaged, types of plastics to use, reasons for applying for special authorization, expected quantities, origin of packaging materials, possible management plan including collection and disposal of plastics where applicable.
2. Assessment of the application by REMA to determine whether the special authorization can be granted or not.
3. Response to the applicant with specific conditions, in case of positive consideration.
4. Follow up, reporting and approval for clearance of the plastics from customs in case these are imported in order to verify if the imported materials comply with approval conditions
