Application for Letter of Approval

What the service is about

In accordance with the CDM Modalities and Procedures, all CDM projects must be granted a Letter of Approval (LoA) from a Designated National Authority (DNA) in both the host country and Annex 1 DNAs of the involved Parties confirming that they participate voluntarily in the project and that the project, as proposed in the Project Design Document (PDD), is in compliance with all national laws and will assist to achieve goals of sustainable development.

Who are provided the service

We currently approve participation of companies resident in or with a branch in Rwanda.

Service processes (steps)

  1. Submission of the application by the applicant
  2. Performance of a completeness check
  3. Assessment of the Application which amounts to approval or rejection

Required documents( for application)

  1. Project design document (PDD) completed;
  2. Sustainable development criteria checklist (completed);
  3. Report of local stakeholders consultation meeting;
  4. Any necessary reference documentation (if applicable);
  5. Official approval of the Environment Impact Assessment (EIA) - (if applicable);

    Additional information / documents may be requested.

Important notice to applicants (if any)

  1. No alteration of templates-including format, font, headers or logo.
  2. Concise and precise information under each section.
  3. Applications may ONLY be made electronically.                                                                            
  4. In case the PDD cannot be accepted, the DNA secretariat will gather comments from the public consultation and inform the project proponent(s) to address them. Project proponents can resubmit the PDD.
  5. If there is a rejection case, a letter stating reasons is provided.
  6. Project participants will have the right to appeal the final decision taken by the DNA. In a first step, they may appeal the decision with the Permanent Secretary of Ministry of Environment. The PS will verify the decision taken by the DNA and determine whether it has been produced in accordance with the approval procedures. The PS will notify the project participants of his/her decision within 30 days.
  7. Rwanda DNA does not charge any fees for issuing a letter of approval.

Application for letter of no objection

What the service is about

Letter of no objection (LoNo), sometimes called Letter of Endorsement (LoE) is a preliminary confirmation letter issued by the Designated National Authority of the Host Country to a CDM Project activity that in principle it has a non-binding statement to the project idea and scope, as proposed in the Project Idea Note (PIN).  The Project Idea Note (PIN) Document provides an overview of the project, including indicative information on anticipated emission reductions, information regarding additionality and a preliminary overview of the financials of the project.

Who are provided the service

The LoNo/LoE is issued to the project proponents if the DNA - based on the information provided in the PIN – comes to the conclusion that a later official approval (Letter of Approval, LoA) is very likely.

Important notice to applicants (if any)

  1. The purpose of this PIN assessment and the letter of no objection is to improve the quality of CDM projects and to facilitate contact between prospective partners and investors. The provision by the DNA of this letter shall in no way compromise the opinion, independence or transparency of the DNA when subjecting the project to the later formal (mandatory) approval process required for the granting of the formal approval required from the DNA.

  5. DNA Rwanda does not charge any fees for issuing a letter of no-objection.

Application for revision of letter of Approval
